“Management by whose objectives” and “The best-laid incentive plans”

In "Management by Whose Objectives", Harry Levinson discusses the shortcomings of performance measurement systems based on MBO (management-by-objectives) and the need to develop performance measurement systems that mix both individual and company organizational needs. This is related to Steven Kerrs article, "The Best-Laid Incentive Plans" that discusses Rainbarrel Products, a fictional company that needs to transform its objectives pay-for-performance measurement system to a mixed performance management/measurement system in which performance culture and strategy reinforce each other.
